It says what is not on the screen. 10 instances across 10 screens, at the foot of the fleet.
The pane holds a handful of tenants and the analyst carries 40 or more, so the last line of the fleet names how many are below the fold. It is the count that stops the visible rows from reading as the whole fleet, and it is the difference between a summary and a sample.

If it ever becomes pressable it becomes btn or link, and this component stops existing. That is written here rather than left to be discovered, because the pressure to make it a control will come from somebody looking at the position rather than at the job.
When to use it
At the foot of the fleet, when there are more tenants than the pane shows. Ten of the sixteen fleet renderings carry it, and the other six show every tenant they have.
Where she meets it. While glancing at the fleet, which is most of a shift. The line is what tells her the glance is a sample and how big a sample it is.
