voice/docs/voice.md requires a number to name its claim, its scope and its window, and to lead with a count and never a bare percentage. This is the product’s shortest instance of that rule: two counts and their scope, in one sentence, above two hundred rows.

When to use it
Under the scope bar on every queue. It is the only sentence between the filters and the rows, and it exists so the analyst knows the size of the shift before she starts it.
Where she meets it. First, every time she opens the queue. It is read in under a second and never read again, which is exactly what one line of 12px with two bold numbers is for.

Never a bare percentage. 30% of forty and 30% of four are the same string and not the same shift, and voice.md forbids it in as many words.
Limits
Rules of composition and context, which no anti-rule can carry: nothing else is the right component to take, and what is wrong is the count or the neighbour.
